(AP) -- The state's top economic development official says a convicted embezzler who requested a $9.1 million business tax credit in Michigan may have forged documents showing he had been offered tax breaks from New York and Delaware.

Michigan Economic Development Corp. CEO Greg Main told a Senate committee Wednesday that officials several times asked RASCO CEO Richard A. Short for additional information as they were considering his tax credit application.

In each case, Short came up with required materials.

Mentioning the documents from Delaware and New York, Main says he doesn't know if the documents were forged. He contends state officials were "scammed."

The 57-year-old Short is being held in the Genesee County Jail. A request for comment was not immediately returned Wednesday.
