FLINT -- Flint Emergency Manager Michael Brown allowed comments from the public after a 2013 budget presentation on Monday night at city hall.

"For you to hire this super chief at $135,000 is devastating. That could have brought in three police officers, three firefighters," said Flint resident Raul Garcia, in reference to the hiring of public safety administrator Barnett Jones. 

Brown's meeting was a follow up to last week's presentation, when the EMF outlined the 2013 city budget to the Flint city council.

The change in format comes after Brown received some criticism for not allowing comments from the council members or the public after his initial budget presentation last week.
