Energy, home health care proposals OK'd for ballot

LANSING, MICH. (AP) -- The Board of State Canvassers has approved two ballot proposals for Michigan's Nov. 6 ballot.

The board on Wednesday certified petitions for ballot initiatives involving renewable energy and in-home care providers.

The renewable energy measure mandates 25 percent of the state's energy come from renewable sources by 2025. The other measure would make training, regulation and union rights available to home health care workers.

A third ballot proposal involving collective bargaining rights also was being debated. A fourth proposal calling for expanded casino gambling was pulled Tuesday after the state Court of Appeals ruled it was unconstitutional.

Proposals requiring two-thirds majorities in the state House and Senate to raise taxes and another restricting new U.S.-Canadian bridge construction await approval. A proposal limiting powers of state-appointed emergency managers has been certified.
