FLINT -- Flint has finished paying off a grant from the U.S. Department of Energy received in 2009 that was investigated by the F.B.I.
Authorities raided city hall two years ago after concerns were raised over how the money was being spent.
The grant was dealing with the weatherization of low-income housing.
