Monday night, before six o'clock, neighbors on the 1300 block of Casimir say they heard what sounded like firecrackers.

Some ignored it, thinking some kids were just playing, not realizing a 19-year-old had been shot three times.

He will be okay.

"I think the neighborhoods should come together, talk to each other, be friendly one to another," says R.C. Sledge, who lives just a few doors down from the shooting.

He's a member of the Northeast Saginaw Neighborhood Association. He believes many residents disconnect themselves from society and feel life on the streets is the only option.

"We have three institutions in our neighborhood: home, church, and school. And if all of them are down, then we don't have anything to build on," says Sledge.

Last week, someone shot a saginaw four-year-old, who's recovering at home.

A few days later, someone shot up a Saginaw home, killing an 11-year-old.

Saginaw resident Loren Feldman says, "Parents need to know where their kids are at. The parents don't know what their kids are doing, who they're hanging out with. They're getting into trouble, then you wonder why we have so many shootings. A lot of this has to do with gangs and drugs and parents need to be responsible as well. If they were, we would not have the problems we have in the city."

Police are still looking for suspects in all of these shootings.

Meanwhile, citizens say it's a bigger problem than the police can or should be solving.

"The police, even if you had one on every street corner, they still can't be everywhere at the same time that something is going on. The police can only do so much," says Sledge.
