BAY CITY (AP) -- Michigan State Police say they've finished their report about a 93-year-old man who froze to death inside his Bay City home after a utility reduced his electrical service.
First Lt. John Card says investigators gave the report Friday to Bay County Prosecutor Kurt Asbury.
The Associated Press left a message Wednesday seeking Asbury's comment.
Card tells The Bay City Times that Asbury will decide whether to bring charges in the death of Marvin Schur, whose body was found Jan. 17.
Bay City Electric Light & Power restricted electricity several days earlier after sending Schur several shut-off notices.
Records suggest he was confused about how to pay. He tried at least twice to pay bills at his bank, which couldn't accept them.
