Gov. Jennifer Granholm will call for shrinking the cost of government in her final State of the State address, but any talk of tax increases won't occur for another week.
The Democratic governor says she wants 46,000 senior state workers and teachers to retire and raise the pension and health care costs for those remaining.
Just how Granholm is going to deal with a $1.7 billion deficit in the budget year beginning Oct. 1 won't be known until she releases her budget proposal on Feb. 11.
Groups that oppose tax increases plan to protest outside the Capitol as Granholm delivers her hour-long address Wednesday night.
They'll be joined by those who support raising more revenue to avoid another round of severe budget cuts.
