(AP) -- 3,000 of the 5,000 workers at General Motor's Renaissance Center in Detroit are staying put.
The company decided not to relocate them to Warren.
Warren's mayor says it made more sense to relocate them since GM's research and design operations are at the Tech Center in Warren.
GM says the move would have caused a disruption and cost tens of millions of dollars.
