Police say Brian Rutter allegedly open fired at Kevin Spencer II and his sister Brandy Byers around 9:30 Monday night on Houston Drive in Genesee County's Clayton Township.
Authorities say Rutter, who is now jailed, emptied three magazines and fired about 24 rounds.
Police also say the victims were shot over a drug-related fight that happened in January.
Both victims are in critical condition.
