A proposed city ordinance has many crying "fowl." Bay City is considering banning people from feeding birds.
"It's a mess," says Bay City resident Jerry Klee referring to droppings left by waterfowl.
"You can hardly walk through there there's so much crap from the birds."
Monday, two people feeding ducks with bread by the boat launch at Veterans Memorial Park. They didn't want to talk on camera, but they say they have every right to feed wildlife from a public place. They ask, "What's next, banning the feeding of wildlife from your own yard?"
The city says while it is a public place, the public is being negatively affected.
Steven Black, deputy city manager of community development, says "Now we have literally hundreds and hundreds of geese in our downtown parks, and based on this years hatch there is going to be more next year."
There's also concern about the waterfowl's health. The city ordinance says not everyone will feed the fowl appropriate diets.
According to the city ordinance, the Carroll Park duck pond would be the only legal place to feed waterfowl, which is a few miles east of the Saginaw River.
Mary Neal, who calls herself the "goose whisperer," says "I try to get them off the sidewalk, what happens after I'm gone. I can't stop that." She's been battling the city for a year and a half to be able to feed.
Bay City commissioners take up the issue Monday night.
