(AP) -- Gov. Rick Snyder is asking the Michigan Supreme Court to quickly find a resolution in the challenge over the appointment of emergency financial managers for struggling cities and schools.

The Sugar Law Center for Economic and Social Justice says Snyder's request is "troubling" and an bypasses normal court procedures.

The law allows emergency managers to over-rule locally elected leaders and do-away with union contracts.

The lawsuit against states the measure is unconstitutional because it takes away citizens' rights to petition local government on certain matters.

However, Gov. Snyder believes the move is constitutional, and is now asking the courts to reach a quick decision on the matter.
