The Michigan Department of Corrections says about 1/4 of its 43,000 prisoners are mentally ill and that it should not be responsible for treating that condition.
The Michigan Corrections director Dan Heyns wants to get away from providing mental health treatment, education, job-training, housing, and transportation for parolees.
He says he wants to focus on rehabilitating prisoners for society and that other state agencies should step in to take care of other issues.
