Governor Rick Snyder says Michigan's public universities should receive funding based on performance standards. Those standards could include graduation rates.

Currently, the State of Michigan is expected to provide about $1.2 billion to its 15 public universities next year.

Director of the President's Council for State Universities of Michigan says the move is "an insult."
