FLINT -- Flint’s Emergency Financial Manager has announced more changes in an effort to turn around the financial status of the City of Flint.
Mike Brown handed down new rules for spending within city departments. Under the new order, all departments must now consult with Brown before spending any money.

Meanwhile, Wednesday Brown made his first appointments to the management team. The City of Flint reports, "Jerry Ambrose will serve as the City's Financial Advisor overseeing the Finance, Budget, and Treasury Departments. Howard Croft is the City's new Director of Infrastructure and Development, which includes the departments of Parks and Recreation, Street Maintenance, Water and Sewer, Sanitation, Planning, Fleet and Community and Economic Development. Gary Bates is serving a temporary, 90 day, appointment as the Director of Human Resources and Labor Relations. These are salaried positions, without benefits."
