Clarification is expected to come today to decide exactly who is running the city of Flint. Last week, an Ingham Court judge took away the powers of Emergency Financial Manager Mike Brown. This came after a lawsuit was filed by a labor union that the process to select him violated the Open Meetings Act. Since then, according to the decision, both Brown and Mayor Dayne Walling have been stripped of their power. Instead "department heads" are running the city. That could change later today, when Brown's power may be restored.
