A familiar face will be returning to Flint to handle the duties of emergency financial manager.

Ed Kurtz, who served as Flint's emergency manager when the city went into receivership in 2002, will take over for Mike Brown, who is no longer eligible for the office.

Brown must exit his post because the state's latest emergency manager law, Public Act 4, is officially suspended now that a referendum to repeal Michigan's emergency manager law has been certified for the November ballot.

The bipartisan board Wednesday unanimously certified the referendum for the November election after orders from the Michigan Supreme Court.

The 2011 law is suspended and Gov. Rick Snyder's administration says an older law granting managers fewer powers replaces it.

Kurtz served as emergency manager from 2002 to 2004.
