From water rates to the city's financial manager and a master plan, Flint's mayor is looking toward the future.
Mayor Dayne Walling said 2013 will be a year of transition in his fourth state of the city address Monday afternoon.
Walling said he is setting a long-term financial plan and starting a transition advisory board to get the city out of an “era of decline.”
He said the greatest opportunity the city has is reaching out to the youth and that the most pressing problem is crime and a lack of safety.
Walling said the solution will require help from the community and higher levels of government.
The city currently holds a 16 percent jobless rate and $19 million deficit.

Flint mayor Dayne Walling is scheduled to give his State of the City speech tonight.
He is expected to focus his speech on the city's new Master Plan.
This is the first Master Plan for the city since the 1960's.

According to a release from the Mayor's office, he will also make a request from the governor to be the first city under the new Emergency Manager law to have a Transition Advisory Board.
The State of the City will be at Flint CIty Hall at 4:00 PM.
