FLINT -- Theft, frequent fires and water main breaks are using up 25 to 30 percent of Flint's water.

Emergency Financial Manager Ed Kurtz acknowledged the problem and says his office is working on how to recover losses.

Ed Kurtz told NBC 25 that "We're looking at trying to put more staff to the issue of theft, to the theft of water. We're doing a much better job of repairing water leaks."

Flint is trying to respond quicker to water main breaks to cut costs.

Kurtz says his office hasn't determined whether water rates will change for the fiscal year that starts July 1.
