SAGINAW -- The Saginaw Police Union has submitted its cost savings plan to the city for review.

The union isn't releasing the details of the plan.

The union president tells NBC 25 that his plan will save thousands of dollars without cutting any jobs.

This the second plan the police union has submitted to the city.
