LANSING -- Governor Rick Snyder called for changes in how the state pays for student learning.

If lawmakers approve the new bill, the proposal would replace the 1979 School Aid Act.

Currently, 90% of general education funds is based on October attendance.

The draft bill lets funding follow students, who could take one or more courses or entire education packages from any Michigan school district participating in open enrollment.
