The U.S. Attorney General's office says the false billing happened at Flint's New Century Adult Day Program Services.
It says Glenn English of Wayne County owned and controlled New Century. Richard Hogan of Genesee County was the program coordinator, and Jamie Moreau of Genesee County was an employee.
The charges say the three and others would pay, and cause to be paid, kickbacks in cash and in items of value in exchange for medicare beneficiary information.
They go on to say one of them could collect signatures and maintain billing documents for psychotherapy that was not medically necessary and not provided.
The feds say it was a $2.8 million scam.
All of the locations of New Century Adult Day Program are either closed, for sale, or being used for other purposes.
Officials with New Century were not available for comment.
