OCEOLA TOWNSHIP (AP) -- A woman says she's upset that a U.S. flag was flown improperly on Veterans Day at a staging area for work on an oil pipeline company's Michigan project.

The American flag was seen Sunday flying underneath another flag in Livingston County's Oceola Township instead of above it. Area resident Beth Duman says the flags were in the same position Friday and called it an example of "arrogance."

Enbridge Energy spokesman Jason Manshum said Monday the flag placement was a mistake that has been corrected. He also apologized.

The Michigan pipeline is replacing one that runs from Griffith, Ind., to Sarnia, Ontario.

Calgary, Alberta-based Enbridge Inc.'s current pipeline burst in 2010 near Marshall, dumping more than 800,000 gallons of oil into a southwestern Michigan river.
