Study: Some Michigan tax breaks not very effective

(AP) -- A new report says some of Michigan's targeted tax incentive programs aren't effective. The Anderson Economic Group says Thursday that the state's film industry tax breaks and the Michigan Economic Growth Authority grant program for specific businesses are among those that are ineffective compared to a possible alternative policy involving broader and lower tax rates.

The study suggests that eliminating ineffective tax breaks would free up more money for schools and government services. The study was commissioned by the Michigan Education Association, the state's largest teachers union. The MEA says the state should scale back ineffective tax breaks and use the money saved to invest in education.
