Flint mayor rolls out budget to mixed reviews

Flint Mayor Dayne Walling presented his budget proposal  for fiscal year 2011-2012 at a special council meeting Monday night. Under the budget plan, he says there will be no public safety cuts.

"I am proud to announce that there will be no public safety cuts in next year's budget and there weren't any in this year's budget,"  said Mayor Walling during his presentation of the budget. 

The plan relies on concessions that public safety employees must take under a new state law.  The law allows cities in a financial crisis to make changes to collective bargaining agreements.

"It was a disappointment to hear  the mayor point out that weren't making any effort to make any kind of concessions. We've continued to work with him but we can only do so much," said Flint Fire Fighters Union President Raul Garcia.

Walling also addressed the city's four golf courses. Under the budget, he proposes turning  two of the courses into park land. The plan also includes eliminating the ombudsman's office and the civil service commission.

The city council can make changes to the proposed budget.  A budget must be passed by July 1 when the new fiscal year starts.

City Councilmember Scott Kincaid said he had some concerns with Mayor Walling's proposed budget.

"What wasn't addressed was the $14 million deficit and how that is going to be funded over the next few years and then the revenue projections and how  we are going to make up that revenue" said Kincaid.

Walling did not make any comments to the media after the presentation.
