Brown outlines new city council meetings with executive order

FLINT -- Flint's Emergency Financial Manager Mike Brown explained new rules for city council meetings and adjusted his relationship with Flint's planning commission in a pair of executive orders released Wednesday night.

Under Executive Order 11, all proposals approved by the planning commission may be discussed in a public hearing, before going before Brown.

Brown has full authority to then approve or disapprove the plans.

Under Executive Order 12, city council will now meet for 90 minutes on the second Monday of every month.

The city council president will lead the meetings, and citizens can have their voices heard by writing out a statement before the meeting starts and then placing it in a box outside of council chambers.

Mike Brown will attend and take part in all city council meetings.

He is expected to submit a budget plan for Flint to the Michigan Department of Treasury sometime next week.
