FLINT -- Flint Mayor Dayne Walling is preparing to deliver his State of the City address next week.

It will be Walling's second such speech while the city is under the control of an emergency financial manager.

Walling says the topic is "Working Together Towards Flint's Future."

Walling says he plans to stress the city's master planning process.
